constant stress layer
The lowest layer in a neutrally buoyant atmosphere over a smooth surface typically has the property of exhibiting constant stress (force of horizontal resistance per unit area across planes parallel to the surface) as a function of altitude above the surface. This condition allows for a simple logarithmic solution for the wind profile as a function of altitudes, and this solution agrees well with observation.
